John Ehsa Professional Life
The former Governor of Pohnpei held several respected positions before becoming the governor. From June 1996 to August 2003, he served as the Secretary of the Department of Finance and Administration.
Shortly after this, from 2003 to 2004, he was the executive director of the Federated States of Micronesia Joint Committee on Compact Economic Negotiations.
Similarly, from August 2004 until August 2006, he was the Director of Administration for the Congress of the Federated States of Micronesia.
Pohnpei State Filed Criminal Information Against John Ehsa
Back in 2017, the government of Pohnpei filed eight counts of criminal information against Esha.
The Pohnpei government accused John of misusing money in the name of official travel. Reportedly on October 8, 2014, John approved $13000 to travel.
However, the Attorney General’s office by the Compliance Investigation Unit (CIU) of the Pohnpei Office of the Public Auditor said that the submitted travel authorization was invalid. Thus, the officials declared that a total of $13000 issued for traveling was inappropriate.
Also, John had not filed any expense vouchers or the official statement of the used funds.
Well, the Pohnpei State Department of Treasury and Administration, in a statement to the Office of the Attorney General, stated the $13000 as outstanding and unreceipted on official records.
The government filed eight counts of crime, which included Cheating; Embezzlement; Grand Larceny; forgery; removal or alteration of records or proceeds, concealment.
Fraud Connecting to Korean Trip
Apart from the $13000 fraud, Ehsa had also advanced $8000 for a trip to Korea. However, CIU reports claim Ehsa only submitted a receipt of about $4,065 from this trip.
In March 2015, the government of the Federal State of Micronesia charged him with Criminal Deprivation of Civil rights, Criminal Contempt, and Obstruction of Justice.
